Police Chief Todd Morris

35 Years of Dedicated Service
Chief Todd Morris brings more than 35 years of distinguished law enforcement experience to the City of St. George. On May 14, 2024, Governor Jeff Landry appointed Chief Morris as the first Chief of Police for the newly incorporated City of St. George. In January 2025, he was elected to continue serving in this role.
Chief Morris is deeply committed to both public safety and community involvement. He is an active member of Healing Place Church, the St. George Rotary Club and serves as President of the Property Owners Association of the Country Club of Louisiana. He is married to Joanie Brocato, and together they have four children, three granddaughters, and one grandson.
Prior to his election as Chief of Police, Chief Morris served as the Major, Chief of Crimes Against Persons and Special Operations for the East Baton Rouge Parish Sheriff’s Office. He began his career with the Sheriff’s Office and has completed extensive professional training, including graduation from the Louisiana State Police Basic Police Academy, the LSU Law Enforcement Institute, Advanced Homicide Investigations, SWAT Commander training, and numerous additional specialized law enforcement programs.
Throughout his career, Chief Morris has overseen a wide range of critical divisions and operations, including:

- Intelligence and Evidence
- Homeland Security
- SWAT and Mobile Field Force

- Explosive Ordnance Disposal (EOD)
- Aviation Operations
In addition, he served eight years as an investigator with the Louisiana Department of Justice and two years as a reserve deputy with the Sheriff’s Office.
Over twenty-six years with EBRSO, Chief Morris served in Uniform Patrol, General Detectives, Armed Robbery and Burglary, and Homicide, while also serving on both SWAT and Maritime Response Teams. He was the first Commander of the Homicide/Violent Crimes Unit, established in 2008 under Sheriff Sid Gautreaux, and led the unit for eight years. Chief Morris also participated in three separate multi-agency Serial Killer Task Forces, all of which resulted in the arrest of the suspects involved.
In 2019, Chief Morris joined the FBI Rapid DNA Pilot and Implementation Committee, helping pioneer the use of rapid DNA testing during the booking process. In July 2022, the East Baton Rouge Parish Sheriff’s Office became the first agency in the nation authorized to operate a Rapid DNA program at booking. Chief Morris continues working to expand this groundbreaking initiative through new partnerships, including a pilot project with the Louisiana State Police Crime Lab to apply Rapid DNA technology to crime scene evidence.
Chief Morris has been a POST-certified firearms instructor for over twenty-five years and has played a key role in policy development and departmental leadership. He has represented law enforcement on numerous state and national committees, including:

Throughout his career, Chief Morris has received numerous commendations and awards, including Detective Supervisor of the Year, Heart of Law Enforcement, Service Before Self, Crime Stoppers recognition, and Top Law Enforcement/Top Cop honors. In recognition of his work on an international case spanning more than seven years, King Philippe of Belgium awarded Chief Morris the title of Knight of Chivalry in 2019.
