Maintaining Service Continuity During the City Transition

The City of St.George and East Baton Rouge (EBR) Parish government have signed a prospective interim service‐sharing agreement that keeps the familiar “Dial 311” system in place as St.George methodically builds out its public works and infrastructure functions. The City of St. George has and will continue to receive citizen requests directly for code enforcement issues on private property. Sanitary sewer and solid waste collection services will continue to be parish responsibility beyond the transition period.

During this transition period, EBR’s 311 Call Center will continue to receive and log public‐works requests from St.George residents. Each
ticket will be forwarded to St.George, where city staff will decide whether to:

  • request EBR Parish crews to perform the work under an inter‐governmental service order, or
  • assign the task to St.George personnel or other private providers, in line with the City’s evolving operational capacity.


“Standing up a new city takes time, and this agreement ensures residents have one simple place to report issues while we continue that work,” said Mayor DustinYates. “Our relationship with the Parish remains constructive, and we appreciate their cooperation as we move through each phase of the transition.”

Mayor‐President SidEdwards added, “Our parish is pleased to support St.George through this transition through continued utilization of 311. We look forward to maintaining a positive, collaborative relationship well into the future.”

The City of St. George is actively working to expand its internal capacities as it transitions to a fully self-sufficient city within the parish.
Doing so is a process that will take time.

Today’s agreement anticipates future needs and can be amended as responsibilities evolve.
